Twinning funding could increase for the 25th anniversary

Newtown will celebrate 25 years of being twinned with Les Herbiers in France in 2024, town councillors have been told.

The council is likely to increase its support of the Newtown Twinning Association by increasing its annual financial support by £500 in next year's financial budget from £2,000 to £2,500.

Town councillors supported the move at a meeting last week.

They were also told that a music event was likely to be held to celebrate the 25th anniversary.

Earlier this year a new Memorandum of Understanding was established to strengthen the twinning.

Newtown Town Council, which has lead on the twinning, working with the town's Twinning Association, has handed the main responsibilities over to the association.


The agreement means the association will lead on future work, supported by the council.

The two towns were twinned in 1999.

A town council statement said: "For many years Newtown and Llanllwchaiarn Town Council has supported town twinning activity via the community’s very active and enthusiastic Twinning Association which has a very good relationship with its equivalent in Les Herbiers.

"In March 2020, prior to the Covid pandemic the Resources Committee recommended to council “ that Council moves to an ’enabling role’ for its contribution to town twinning, and enters a formal ‘enabling arrangement’ with Newtown Twinning Association (though not at the exclusion of any other body capable of entering such an agreement) which is conducive to financial clarity and good financial governance of both organisations’.

"Though the agreement has been postponed during the Covid lockdown, Newtown & Llanllwchairn Town Council is able to report that a Memorandum of Understanding (MoU) between the council and Newtown Twinning Association is ready has been approved and will come into effect for the start of the next financial year 2023- 2024."

The main purpose of twinning is to widen horizons and promote international friendship. It is a conscious attempt to understand another country through a place that represents a cross-section of the citizens of that country, and through that relationship contribute to peace and goodwill between all the countries in the world.

The statement added: "By moving to a MoU between the two parties the intention is rather than seeing  twinning as a council service, to see the council as enabler, to allow Newtown Twinning Association to work with the council to achieve the aims and objectives of twinning."

Ed Humphreys Town Clerk states "Newtown and Llanllwchaiarn is fortunate to have such an active Newtown Twinning Association which has fostered strong links with Les Herbier which help promote the town abroad.  I expect visitors to the annual food festival will recall the French Village marquee as part of the exchange.  The town committed to twinning and the town council has committed through this MoU to support it."
