A roadside hotel, cafe and petrol station could be built alongside the Newtown bypass.
Planning consultants have put forward a pre-planning consultation for the plans for the development on land between the Llanidloes end roundabout.
It includes a four-storey hotel, two-storey pub and restaurant and a filling station.
A planning statement by Berrys said: "It is evident that locating the proposed use in the centre of Newtown is neither practical or viable. The proposed use is best located on a site that is visible from the Newtown Bypass and where it can be accessed without the need to create further access points onto the by-pass, ensuring that it does not impede the free flow of traffic along that route."
The pre-planning application consultation ends ob 24 December. Once the comments are received it will form part of a planning application the Powys County Council.
