"Black bag" waste could end up at recycling centre

Concern is mounting that residual waste, as well as recycling, will be dumped at the Abermule Bulk Recycling Centre.

Montgomeryshire's Member of the the Welsh Parliament, Russell George, and Powys county councillor Gareth Pugh, have raised the concerns and demanded Powys County Council honours a commitment to the community not to use the site for household waste.

Abermule's local community action group has already raised its concerns after the county council applied to Natural Resources Wales for a permit that would allow it to store other waste at the site.

Mr George said there continued to be concern within the community that despite past assurances from the local authority, the bulk recycling facility is going to be used to store household residual waste or "black bag" waste.
 
 
In a letter to Powys County Council, Mr George reiterated his view to the Leader of the Council, Cllr Rosemarie Harris, and the local authority's Portfolio Holder for the Environment, Cllr Heulwen Hulme, that it would be "entirely unreasonable and unacceptable" for any residual waste to be sent or stored at the Bulk Recycling facility.
 
 
Mr George said: "Craig Williams MP, Cllr Pugh and I all believe that it would be entirely unreasonable and unacceptable for residual, or black bag waste to be stored at the site in Abermule.

"On numerous occasions, the Council has made commitments to the community, my constituents, and myself, that no residual waste will be sent to or stored at the Bulk Recycling facility.

"Commitments were made when the original proposals were made public; at the public consultation and various public meetings; at the Powys County Council Planning committee meeting; and to me personally on a number of occasions over the past 2 years.

"Powys County Council must make it absolutely clear that they will honour the many commitments that they have made that in no circumstances will residual or black bag waste will be stored at the site.

"I firmly believe that in order for Powys County Council to restore trust in the community and to honour the numerous commitments which they have made, any permit application to Natural Resources Wales (NRW) should not incorporate the storage of residual waste."

Cllr Gareth Pugh added: "Any suggestion that circumstances have now changed and that promises made could no longer be kept, would be entirely unreasonable. The community and I now want the council to confirm its past commitments remain their position.

"Any suggestions that the situation has now changed before the building is even built, completed and in operation simply makes this suggestion all the more unacceptable. The commitment made by the Council should remain now and into the future.

"The Council should not be surprised if there is a great deal of mistrust. The Council is currently progressing an application with NRW that also makes provision for residual black bag waste to be stored at the facility in Abermule. The council needs to very clearly confirm this will never be the case."

Powys County Council has been asked to comment.
