Green bin success means more are needed

More green recycling bins are to be purchased at a cost of £35,000 by Powys County Council due to demand.

But the council expects to generate an extra £81,900 a year as a result.

The council estimates that buying an extra 2,340 green bins, which each hold 240 litres of waste, will generate the extra cash.

Money will need to be moved between council account to make the purchase. Known as “budget virement, the decision will be taken today by Environment portfolio holder, Councillor Heulwen Hulme to move £34,866 from a fund of £295, 363, that had been earmarked for “in-cab” vehicle technology.

The report says that this has not been bought yet and the council now estimate the costs would be much less.

Green waste bin project manager, Geraint Lee, said: “It is expected that these containers will be used for new subscribers through the
remainder of the second year and then the following year.”

Mr Lee added that this would allow for more people to subscribe for bins this year and next year.

He forecast that extra income would be £9,500 for this financial year (2020/21).

During 2018/19,  £225,000 was used to buy 10,800 wheelie bins of 240 litres as well as 3, 000 smaller 120litres bins.

“This provision was sufficient for the initial uptake of the service in the first year with some additional capacity for new customers in the second
year,” said Mr Lee.

Mr Lee added: “Uptake during the second year has increased with more new customers registering following the start of the growing season.

“This has resulted in more new customers and thus a requirement for new containers, in particular the 240 litre bins.”

He believed that this would be “essential” to maximise recycling in Powys and contribute towards the authority hitting Welsh Government targets.

This spring, green bin collection are every fortnight and started on March 2 and they are set to run through until the onset of winter, finishing on December 4.

It costs £35 to subscribe for a 240 litre bin and £30 for a 120 litre bin and residents are advised that the bins are for leaves, grass cuttings, flowers, branches and twigs, wood-chip and bark.
