Plans for a poultry unit near Newtown capable of handling 32,000 free range chickens has been recommended for planning refusal.
The plans at Upper Gwestydd Farm, Cefn Mawr near Newtown will go before Powys County Council’s planning committee on 23 May.
Newtown Town Council has supported the application.
But the council’s highways department says the application should be refused due to a number of issues on access and highways.
Planning officer Gemma Bufton has also recommended councillors refuse the application based on the impact of highways safety and insufficient information to adequately ensure the quality of surface and ground water will not be adversely affected.
In its response to the application the highways department says: “An application such as this should include full access details such as access gradient, radii, surfacing detail, set back of any gates and means of draining access. None of these details have been submitted.”
The report raises a number of issues on highways and access that it says have not been addressed.
Planning officer Gemma Bufton states: “In light of the above it is therefore considered that the proposed development and anticipated increase in traffic cannot be reasonably accommodated and would therefore be to the detriment of highway safety, furthermore insufficient information has been provided for foul drainage. The recommendation is therefore one of refusal.”
Councillors will consider the application at the planning meeting.
