Concern raised over cancelled boiler grant meeting

Discussion of a scheme that provides grant to help people have boilers installed was deferred in mysterious circumstances.

Powys County Council's Health Care and Housing Scrutiny Committee was due to look at “proposition for the adoption of Eco3” at their meeting on Wednesday, January 23.

The report is supposed to be discussed by Cabinet soon.

According to the report the scheme: “Aims to support households living in Powys who are most likely to experience fuel poverty and those vulnerable to the effects of a cold home.”

But councillors suggested that adopting Eco3 should be deferred for the time being.

This was due to them having received an email – that suggested issues with the scheme.

Committee chairman, Gwilym Williams, said: “There’s been certain controversy in the past about it and I have only just picked up an email with concerns about the previous application (Eco2).

“About how it was implemented and accusations. I can’t deal with that at this stage nor can we as a committee.

“We’ve all received the email, we’re not ignoring it, we have passed it on. It’s the situation we’re in, and we’re trying to play safe.”

Cllr Gareth Morgan suggested that the correspondence should be passed on to the legal department as it’s a “serious matter”.

Cllr Williams said that the email had already been passed on to the legal department.

Cllr Amanda Jenner, said: “My feeling is we should be parking this and investigating the whole thing before we move forward.

“Not just this meeting but moving forward with Eco3 to ensure that it is absolutely doing what it’s supposed to.

“As otherwise, things I was going to raise have come to light because of the things that happened with Eco2.”

Scrutiny Manager,  Wyn Richards, said: ” If you feel uncomfortable it’s perfectly reasonable to recommend deferring this meeting and its implementation.”
