Cameras catch fly tippers out - even at night

People are still fly-tipping at Newtown's Back Lane car park recycling area, despite overt cameras catching them and another resident being fined.

It has emerged that some residents have attempted to get around the cameras by dumping rubbish under the darkness of night, without realising the cameras can see in the dark.

According to Powys Recycling, the resident has been issued with a £400 fixed penalty notice.

"The suspect was issued with a £400 Fixed Penalty Notice after our local enforcement officer caught them depositing two black bags of domestic refuse at the site," said a statement.

"The suspect was then traced via the DVLA vehicle registration database and interviewed under caution at the Council offices in Newtown. The FPN has now been paid to discharge their liability for the offence."

"Overt mobile CCTV cameras have been deployed around various fly-tipping hot spots in Powys in partnership with national agency Fly-tipping Action Wales both for deterrence and to help apprehend criminals.

"On this occasion due to the relatively small volumes of wastes involved, the fact that it was a first offence and considering the suspects cooperation with our investigation and admission of guilt we opted to settle the matter out of court via a Fixed Penalty.

"However we are warning would be fly tippers that we can and do prosecute such offences in court which would attract larger fines, additional costs and a criminal record."

There have been a number of cases of fly-tipping in Newtown recently, with mattresses and furniture being dumped along the River Severn and Canalside walk.

Powys County Council has warned residents to use kerbside recycling or to take waste to the main recycling and waste centre at Wern Ddu Lane.
