Early years education delivery tender launched

Tenders have been opened for the delivery of early years education in Newtown for three and four-year-olds.

It follows the the change to the age of admission to schools in Powys, which will take effect from September. There is an increased need to provide three and four year old children access to free, high quality Foundation Phase Education provision in Powys, including Newtown.

“From September 2017 there will be additional hours of pre-school provision available to three and four year olds, increasing from the current 10 hours to 12.5 hours per week. There will be a maximum of three hours per day and a minimum of two, for a total of 12. 5 hours per week during term time of funded pre-school provision available,” said a Powys County Council spokesperson.

“The tender is now live for anyone interested in applying to deliver three and four year old early learning provision in Powys. Both current and potential new providers are encouraged to tender.”

The successful providers will be notified in the spring and will be expected to start delivery of the contracts in September 2017.

Pre-school three year old provision, currently run under the control of a Schools Governing body will be retained and these schools will not need to tender at this stage. However any schools wishing to establish a new setting will need to go through the same tender process as other providers.

The changes agreed by Powys County Council’s Cabinet in April to increase the age of admission to school means that from September 2017:
Children in Powys will start school in the September after their fourth birthday, currently they can start school at the beginning of the term in which they have their fourth birthday
All children would be admitted in to school at the start of the autumn term in September. There will only be one intake of children to school each year which is a change from the current termly intake
Additional hours of free pre-school provision will be available as funding for 3+ pre-school time will increase from 10 hours to 12.5 hours per week.  A child can begin at a registered, funded pre-school education setting, such as nursery, Cylch Meithrin or a playgroup, at the start of the term following their third birthday.
